HELPFUL CITY INFORMATION
BUILDING PERMITS
The City of Winchester is zoned. Building permits are required. No building, structure, or addition thereto constructed, built, moved, remodeled or reconstructed shall be ccupied or used for any purpose; and no land vacant shall be used for any other purpose; and no use of land or structure shall be changed to any other use, unless a building permit shall first be applied for and a Certificate of Occupancy be obtained from the Zoning Administrator certifying that the proposed use or occupancy complies with the zoning regulations. The fees for building permits shall be as follows:
$20.00 for the first $1,000.00 of total valuation and $1.00 for each additional $1,000.00 or fraction thereafter. For further information or building permit application, please contact city hall.

DOG TAGS

Registration year is January 1 - December 31 of each year. Registration is $5.00 for each neutered
male dog or spayed female dog. Registration is $10.00 for each unneutered male dog or unspayed female dog. Late fee is $.25 each day after January 31st. Upon registration, the owner shall present a current, completed certificate of immunization against rabies. (NO DOG TAGS WILL BE ISSUED WITHOUT CERTIFICATE) It shall be unlawful for the owner or harborer of any newly acquired dog or any dog brought into the city to fail to register such animal within 30 days from acquisition or bringing the dog into the city. Registration fees may be prorated for newly acquired dogs or for dogs owned by a person or persons moving to and establishing a home in the city during a calendar year.
No person or household shall own or harbor more than two dogs of six months of age or older without obtaining a kennel license from the City Clerk. The annual kennel license fee for full or partial
year is $50.00 per dog in addition to the yearly registration fees as stated above.

 OPEN BURNING
An open burning permit must be obtained from the local fire department prior to burning.

PEDDLER'S LICENSE
A person engaged in the business of a peddler,solicitor or canvasser within the corporate limits
of the city must receive and have in his or herpossession a license issued by the City Clerk.

UTILITY SERVICES
The city bills for utility services (water, sewerand sanitation). Payment for these services are due
on the 10th of each month to the city office. A late charge of 10% will be added to any billing not paid when due.

Any owner, tenant, or other person occupying oror having charge or control of any premises is
responsible for removal of weeds of any area between the property line of said premises and up to the centerline of any adjacent street or alley.
